I was strung along at a job where I was leading two departments but was told the company didn’t have the budget to increase my pay, but maybe next quarter. There was always some excuse as to why now wasn’t the time. I went along with this game for a bit but left as soon as I got an opportunity elsewhere. Do what you need to do to survive where you are now, but don’t let them take advantage of you. I think it’s fair to set an expectation that the decision be made at a certain point, but expect pushback and some BS management speak. Even if they don’t agree, set a boundary for yourself and stick to it.
