Yes, there needs to be specific programs for these kids who are struggling academically; there also has to be functional families backing them. As a teacher of little ones, I can say that even in 1st there is a large difference in our classes. Either students are ahead, or they are behind. Very few are right on grade level (with our benchmark testing).
