I would recommend basing yourself in Ghent, and taking day trips to Brussels and Bruges. Ghent is located between both those cities, and you can reach either of them by a short 25-minute train ride. Very close to the train station where I did day trips to other cities- including the ones I mentioned above and a day trip to Luxembourg.
