It’s both. Things that people think of as being just “normal” or “default” are white culture. It’s also sometimes used as a veiled way to say white American culture sucks. If someone says you have no culture, they’re not literally saying your culture doesn’t exist, but rather that your culture has no value and isn’t worthy of recognition.

Somebody saying their culture is more ethnically founded to somebody else who’s asking the hard questions. This is the correct answer and it’s not unique to America. The majority naturally becomes the default everything else is compared against. To expand on that: other cultures are often defined by how they deviate from that default. So when some people look for “white culture”, they don’t come up with much because it often is the default. And they sometimes end up (erroneously) at the conclusion that it isn’t there.
