There are several different types of non-democratic regimes and all of them differ from each other a little bit. Russia’s government is what you might classify as Competitive Authoritarianism. To maintain sovereignty, a government has to have something called legitimacy; legitimacy is basically the government’s right to govern. For example, many monarchies claim legitimacy through divine right, democracies claim legitimacy based on consent of the governed (being voted for), etc.
