Active noise cancelling (ANC) is based on the Original july 2004 20 Years Of Being Awesome Limited Edition Vintage T-Shirt it is in the first place but idea that two identical but opposite sound waves will cancel each other out. You have a earbud with a built in microphone that detects external sounds, and then plays the exact opposite sound out of it’s speaker at the same time. If you get it just right in theory you can eliminate the sound completely, but more realistically you just reduce the volume significantly. If you have good quality earbuds with ANC and preferably a foam tip to better simulate an ear plug, you should be able to achieve a significant noise reduction. Add some low-level music to cover up the lower freq noises that get through and you shouldn’t be able to hear anything. I’m pretty sure that active noise cancelling headphones listen to surrounding frequencies and play those frequencies through the headphones, but with a phase delay. The phase delay is adjusted to be half a period of the surrounding noise, so the phase delayed sound destructively interferes with the noise to cancel it out. In other words just imagine 2 identical sine waves and then shift one of them to the right until the are always opposite each other, except at the nodes (zero crossings). If you add those two waves together they always equal zero.

If you want to see it in action, take some active noise cancelling headphones and turn a desk fan on, and put the headphones on then take them off. You will hear the difference. Since you’re talking about earplugs, it’s important to know that all they really do is reduce the volume. They should have their reduction in labeling somewhere on the package, but they tend to average around 25 decibels. I’ll let you look up what that translates to in real world usage.
