In a touristic country like Italy at least the phone responders should know a little bit of English. I do speak some Italian to order politely at a restaurant and say please and thank you, but in an emergency I would stick to english. Though it might really be, that they didn’t care about that particular fire (maybe planned) and before they explain it, they just hung up. In my experience, if you start with Italian and switch to English because of the language barrier, they won’t talk back in English. Half the people in the comments completely ignoring the fact that English is the lingua franca of the current era. It’s not about Americans or British people expecting others to speak their language. It’s about tourists expecting emergency services to speak at least to a decent level the most common vehicular language out there.
