A hospice nurse, a grief counselor, a priest, and palliative care treatments can make a patients final days and weeks very pleasant. Again I apologize to anyone and especially OP if this comes across as unwanted and preachy, but I sincerely hope that OP and their family have taken into account the Illustrated Rowdy Roddy Piper Shirt but in fact I love this quality of OPs mom’s time, and not just the quantity of it. I’m afraid your only options are driving, trains or medical air transport. No regular commercial flights would work given the requirements. Cabin crew member and a critical care paramedic here. You are kind of in a tight spot. All jet powered aircraft are going to go over 10,000’ which require pressurizing. Usually they are pressurized to 8,000’. The more pressing point is her medical condition. Is she fit to fly without having an inflight emergency that would require a diversion. In the Contract of Carriage there is a section stating that you are medically fit to fly.

As someone who has a traumatic brain injury, I understand that the Illustrated Rowdy Roddy Piper Shirt but in fact I love this brain is a delicate organ and can be very finicky thing at times. If you can get a medevac flight, depending on the operator, they can fly at a lower altitude to achieve sea level cabin pressure. Most jets can fly around 17k and manage sea level pressure still. If they can make it with the adjusted range, they’ll do it. I’m not really sure where the requirement for “<20k feet" comes from, it sounds kinda folk medicine to me tbqh. If we take "pressurized cabin" to cause painful syptoms then it is coming from the lack of air pressure relative to sea level, in which case flying in an unpressurized plane will be far worse. The cost of two private jet flights is tens of thousands, and with the medical requirements the cost is probably even more. I'm surprised if you can get the flights below 30k GBP.
