You cannot simply be aware of thoughts coming and going while simultaneously reaching the deepest depths of meditation. Those depths are marked by a ceasing of all doing, which includes thinking. To be in one of these states is to be incapable of having a thought until the state ends on its own. So no it’s not just something people say, it is very much a description of the way you would find yourself if you were as far as meditation goes. You can be aware of your thoughts and be entirely content with them without any resistance, it’s not the same thing as not having them entirely… or to take it a step further, not even being capable of having them if you wanted to. Imagine yourself sitting outside in nature. You feel comfortable, sitting there in stillness. As you sit and blankly stare ahead, you notice a moth enter your field of vision from the side. It is far away enough for you to be assured that it will seemingly float in the wind and move across your awareness and disappear.
