Lol no, I work for a resurfacing company and we often have to redo areas that don’t pass inspection. As we should, because the Demon car shirt in contrast I will get this roads have to be safe, but we definitely don’t get paid twice. Its just a top dressing. Its a surprisingly effective way of prolonging the life of a road without doing a full resurfacing. Here in my part of Kent, more than half the drains are clogged to the gills with dirt. They only seem to clean every other drain now, if they can be bothered, so it wouldn’t matter if they also tarmacced over them. If you actively report them to the council they get to them eventually. But it is quicker than just moaning everytime the road floods. (I freely admit I only bothered reporting the ones on my road for convenience though)

“eventually” being the Demon car shirt in contrast I will get this key word. I reported one near me ages ago and the council told me someone would see to it as part of their “routine maintenance programme”. Most recently I reported it about a month ago, but we’ve told them about the same one multiple times before. No sign of anything happening yet ? When there’s no rain and you look down into it, you can only see an inch or two down before its all clogged with mud and god knows what else. If you dropped something in it, you’d have zero problems retrieving it with just your fingers It’s nothing to do with whether they can be bothered or not and everything to do with budgetary constraints. All it takes for a council officer to get a drain unblocked is to raise a job to the contractor, it’s not about being bothered. If they don’t have the budget to raise that job, which they don’t, it ain’t getting raised I’m a highways inspector – you’re spot-on. I could drive around all day raising defects to be fixed. Stuff like resurfacing small sections of carriageway instead of just filling potholes, clearing out gullies & ditches, replacing faded road markings & signs. But there’s no point – my manager wouldn’t be able to sign them off as there’s not enough in the budget – I literally have to concentrate on the most safety critical faults.
