You’ve got no idea what this kind of thing involves, what it’s being used for, or even a basic grasp of the design fundamentals that go into a HW loop or the reasoning behind them. So I’m not sure why you feel qualified to criticize, wrongly, rather than simply fucking ask why it’s so complicated.

This is likely because the government here will give you tax breaks if you install efficient equipment like a heat pump.

It is very common to have hard copper pipe in the boiler room go to a manifold. Then the manifold turns into flexible pipe to go into the flooring for in floor heating. Radiators typically have hard pipe all the way up to the radiators as well as the returning water.

Or it could have a large storage tank that has water heated by the boiler in a pipe system separate from the heating system. Or seeing as the boiler is hung on the wall it could also be a combi boiler system which has 2 heat exchangers inside the boiler that can work independently of each other, one for heating and one for hot potable water. The things you are referring to left of the expansion tank is a backflow preventer which is self explanatory based on the name. Typically they do have a pipe coming out of the bottom but occasionally you’ll see one without. Functionality is not affected. Next to that is the pressure reducer which brings the 60-80 psi system to 12-20 psi for the heating system. I apologize I am not sure what unit of measurement you use for pressure in Europe.

Here it is typically piped just as you see it where it splits in the boiler room way before going to each room. Then each of those typically goes to either a single radiator or its own smaller manifold for in floor heating. Interesting that the mixing valves are also closer to the heated space. Here we would normally have the boiler heat to 180-190F (82C-88C) and run that through radiators. But if you have only in floor it’s mostly based on floor type as concrete is sensitive to heat it’s set to 120F (49C), wood flooring 130F (54C), and most stone 140-150C (60-65C). If you have both types you would have the main heating loop set to the higher temperature, feeding the radiator heating loop the high temp water, then add a mixing valve on the next loop feeding the in floor heating that will mix the water down to the lower temp desired.
Weirdly we don’t typically do engineering based on wattage per area.
