Hi, I have lived in Hanoi for my whole life (23 years). And luckily for myself, I haven’t never gottten into any dangerous situation. Compare to other countries in my pov, Hanoi is quiet safe due to politics. People forget cars are crazy dangerous. One low speed collision with a pedestrian or a cyclist can ruin their lives forever.

It’s perfectly acceptable to make a u turn if safe (looked fairly safe to me). The cyclist did stop in the path of the filtering motorcycle but if the motorcyclist was unable to stop safely without colliding with the cyclist then the motorcyclist is responsible for following too fast/too close. The uturn in the video is the second uturn. There was one that he says he did before that so that he could cycle up beside the driver and take the video. That is the uturn they are claiming is dangerous and judging from how he turned straight back around I’m guessing it was by surprise, without signal to the motorcyclist coming up through the middle of the slow moving traffic. Interesting that the section of tape that is not included in what he obviously sent to the media, happens to be the part they say is dangerous driving.

You can’t just pull a uturn in the middle of the road because you want to be a vigilant over a dude looking at his phone (which he obviously does judging by the way he said “Caught another one”) in slow moving traffic and then pull another uturn. The police are very clear that if you submit camera footage of someone’s offence that also shows you are committing a driving offence, then you could also be prosecuted. I’ve always been a bit undecided how I feel about filming these events and publishing online. I know they get a lot of hits, but to get sufficient evidence for the police you do kinda need to get a few seconds of quality footage. This rider hung around in the middle of the road looking away from moving traffic including other vulnerable road users filtering. I presume the police and CPS are convinced – not least from his own extensive catalogue of reports to them – that he knows the laws on safe cycling very well and so may have had less sympathy for him pulling this manoeuvre because of that.
