As good or just okay neighbourly relations go – nobody wants someone to think you’ve nicked their post, so this has put our minds at ease. They could team up with the intended recipient, but relations don’t appear to be very good there. However, it would be worth doing as the case would be stronger. Even then, this is very situational and isn’t a likely set of circumstances – I have only had a couple of straight refusals when delivering to a neighbour (more often if they can’t take it, it’s because they won’t be home for a few days, for example). So it’s unlikely that the driver can pull this trick often enough to form a pattern. It’s probably opportunistic, although if the OP is a known refuser I suppose they could have planned for this and bided their time for the perfect parcel.
