Because you can speak English, it’s about tourists going up to random people expecting them to speak english or “let them know they dont” And where in Europe is that? I would think it’s the bare minimum, yes. Stumble as far as I can in the local language is much better than starting with my own, I think. I always apologize for my language skills and ask if they speak English. If they do not, but seem friendly, I’ll do my best and if I fail pull out the question I have in a list I carry. I try my hardest to learn to say hello in the country’s language. I then follow it up with I don’t speak French/Italian/Greek/Thai in that countries language. I then say do you speak English. It seems the most polite way of doing things. I would only ask first if I suspected someone might not know English e.g. an older person in a small village. I wouldn’t ask a 25 year old in Oslo or Brussels, for instance. I just briefly pause after saying one sentence so that people can switch into thinking in English in their mind. Also, even people who don’t speak English know what ‘do you speak English?’ means so no need to learn it in the local language and it’s not rude or expected.
